My parent’s home had this problem and they finally called a plumber to come clean out the sewer lines. After pulling out years and years of hair from farther down the line the toilets now flush with a ‘woosh.’ And after Thanksgiving dinner it was ‘tested’ many times by several guys who can even clog industrial toilets at work. It might be something to consider doing.
